REPORT ON ARMENIA WAS ADOPTED

After about 50 minutes of discussion the PACE plenary session adopted the report on honoring of obligations and commitments by Armenia prepared by George Colombier (France) and Mikko Elo (Finland). 35 deputies participated in the voting.

The discussions on honoring of obligations and commitments by Armenia started in Strasbourg at about 09:50 p.m. by Yerevan time. It was the last question included in the PACE agenda. Three members of the Armenian delegation (Stepan Demirchyan, Armen Roustamyan and Tigran Torosyan) made speech. The latter represented three offers to be included in the resolution. According to Tigran Torosyan, after the 2006 December 15 report in the Monitoring Committee Armenia has adopted several laws, including the amendments to the Electoral Code, and our delegations want them to be included in the resolution.

Head of the Armenian delegation, RA NA Speaker Tigran Torosyan mentioned in his speech that Armenia is recording progress in adopting laws in compliance with the European standards, and the process will continue. Head of «Justice» bloc Stepan Demirchyan informed the PACE deputies that although Armenia is reforming its Constitution, it is not enough: people must respect the Constitution and the Laws.

Quoting the part of the report according to which no elections in Armenia have been held up to international standards, Mr. Demirchyan announced that it does not mean that the Armenians are not ready for organizing democratic elections. According to him, for that purpose we need political will and trust of people. Stepan Demirchyan reminded that Armenia has not yet honored some of the commitments put forward by the PACE resolutions, particularly, independent TV Company «A1+» is still out of air.

The deputies who made speeches during the discussion noted that although Armenia is taking steps towards democratization, the process is slowing down. One of them, representative of Estonia, found the upcoming Parliamentary elections extremely important noting that they are in important test for Armenia.
