«I wouldn't say that changeover was very successful, but I can’t help mentioning that progress is obvious», said President of the RA Court of Cassation Hovhannes Manoukyan in answer to the question of Thomas Hamenberg, President of the EU Committee Protecting Human Rights. Mr. Hamenberg wanted to know if the RA court system has managed to turn from a Soviet court system into an independent one.

«We have a problem of change of generations. We can't eliminate all the Soviet judges from the system», Hovhannes Manoukyan mentioned. He also underlined the importance of the Administrative court. “It plays an important role in the defense of the rights of individuals. The changes can have a positive result only if the court system of the country is independent”.

As for the problems to be solved, the President of the Court of Cassation said, “We must organize trainings for the judges, raise their salary and revive the court school”. Mr. Manoukyan also found the activity of the court self-governing bodies important. “Struggle awaits un on our way to reaching all our aims”, Mr. Manoukyan said.
