CONCLUSION WITHOUT DISCUSSION

This morning NA Standing Committee on State and Legal Affairs discussed the RA draft Law on “Alienation of property for state and public needs”. Of all the members of the Committee only the oppositional deputies and member of the People’s Deputy faction Hakob Hakobyan were interested in the discussion of the issue. The discussion resembled a briefing more: Minister of Justice David Haroutyunyan answered the questions of the deputies; the former had to speak several times about the same thing.

Answering Hakob Hakobyan’s question, David Haroutyunyan said that the society is to be informed about the property and the area subject to alienation five years before the process. Arshak Sadoyan was interested whether the construction of a block of flats can be considered a process carried out for state needs. “The construction of a block of flats itself cannot be a state need, but the reconstruction of the city center can. With this aim the property of the citizens can be alienated for public needs”, the Minister said.

There was an impression that the opposition tended to prolong the discussion in order to make it impossible to give a conclusion. Nevertheless, in the end the Committee gave a positive conclusion to the RA draft Law on “Alienation of property for state and public needs”.

The Committee also decided to organize public hearings before the second reading of the draft. Let us remind you that the draft was revised on Thursday during the Government session.
