BUCHAREST GAVE A RESULT IN COMPARISON WITH RAMBOUILLET

According to NKR politician David Babayan the meeting of the presidents held in Rambouillet is seemingly a failure only at the first sight.

“If we pay attention to the announcements made by the OSCE Minsk group Co-chairs and some European policy makers we can assume that something has changed after the Bucharest meeting. By saying “to achieve something” we usually mean to achieve something special, that is to say the signature of a document. It is quite natural that such a document cannot be signed as there are a few obstacles. The first one is the incomplete format of negotiations where Karabakh is left out. Secondly, such documents are signed after the realizing relevant work with the public. They must be prepared to realize the necessity of document signing. But such work was not carried out in this context. Moreover, judging by the data of the Azeri media we can assume that the anti Armenian hysteria greatly increased within the period of the Rambouillet and Bucharest meetings. It testifies to the fact that we mustn’t look forward to any progress,” claims the politician.

David Babayan has his own approach to the words of US State deputy Secretary Daniel Fried. Let us remind you that Daniel Fried announced that “America is interested in the fact that Azerbaijan could get as many territories as possible and the Azeri refugees could return to their dwelling places.” The website “Karabakhopen” informed about the politician’s opinion and wrote on this score, “It is obvious that the position of Baku with the principle “either everything or nothing” is no longer in effect and the Co-chairs realise that the return of a number of territories is already out of question.”

While speaking about the announcement of the PACE representative about the missing people in which he mentioned that it is necessary to work out joint programs with the participation of Karabakh, Armenia and Azerbaijan the NKR politician noted, “It is an important announcement in my opinion and I think that the international community gradually realises that the conflict cannot be settled only through pressure and by persuading the two presidents. We can say that the failure of the Bucharest negotiations proved that the approaches to settlement must be altered. There will likely be changes in the procedure after the Bucharest meeting in this context. ”
