TRYING TO PAY PETER WITHOUT ROBBING PAUL
Support A1+!“To sell the part of the Armenian Nuclear Power plant stock to private bodies compelling them to build new energetic blocks”. This is how RA government sees the future of our energy, offering to change the corresponding law.
Though there is no program on building atomic block, government already wants to give the private investors an opportunity to become shareholders in the sphere of atomic energy. As deputy minister of energy Areg Galstyan mentioned, Slovakia did the same way: offering 66% of its NPP stock to an Italian company, Slovakia suggested building 3rd and 4th blocks of NPP. “We do not have other alternative but to build a new block to provide energetic security level”, Areg Galstyan said in NA. It’s not clear yet what power the new block shall have but it’s clear that at least 1 mlrd. 500 mln. dollars are needed for it and Armenia is not able to mark out such a sum.
Co-reporter, Chair of Standing Committee on Financial-Credit, Budgetary and Economic Affairs Gagik Minasyan sounded that the offered change is not connected with Metsamor NPP, i. e. ANPP will remain a state monopoly. «Keeping the acting NPP in 100% state status, all the other possible NPP-s should have not only state, but a private stock as well», - he explained.
The grounds he brought did not seem to convince the deputies. Arthur Baghdasaryan advised the government to reject the draft. In his opinion, if the NPP must close e.g. in 2016, why a bill should be passed for giving the private bodies an opportunity to have a share in this sphere. “There are things that are built in 5 years, or in 10. 8 years are needed to build a new NPP”, Gagik Minasyan replied. By the way, during the discussion a quarrel started between Arshak Sadoyan, deputies, representing the Republic party and Gagik Minasyan because of Sadoyan's offensive remark addressed to G. Minasyan. «For the sake of people, one must insult», Arshak Sadoyan noted in the doorway. By the way, the latter thinks, that all this is done to make Anatoli Chubays the owner of NPP.
