“AND WHERE IS NKR REFERENDUM ON INDEPENDENCE?”

“The two parties went to Rambouillet knowing beforehand that no agreement would be reached”, ex-Chair of Standing Committee on Foreign Relations, member of Armenian National Movement Board Hovhannes Igityan said in “Mirror” club.

Member of ANM Supreme Body, leader of ANM NA fraction Levon Mkrtchyan shares this point of view, yet noting: «The main problem of negotiations is to keep peace, and the second: positions of the parties are getting closer. In point of fact, we can't say that the problem put before the parties failed. Just another time the positions of the parties were so contrary, that they were not able to come to agreement».

Mr. Igityan thinks that the positions did not get closer as saying «solution of the problem we understand one thing, Azerbaijan another, and the international organizations say that the problem must be solved by mutual concessions. He things there’s another way out – to leave the problem unsolved. “To make the unsolved problem a status. We’ve adopted that way since 1998, and so has Azerbaijan, but the latter only temporarily – hoping to return the lost through economic oppressions and hostilities.

Levon Mkrtchyan considers that Armenian people have already solved the NK problem. «The thing is to make the world recognize our attainments on the basis a few documents. Armenian people underwent aggression and won in that liberation war thus solving the problem. Nagorno Karabakh people became autonomous within the USSR laws and international legal norms. The autonomy is absolute and it is a historical fact».

Hovhannes Igityan does not think that NKR problem has been solved by all the Armenian nation. “In conception of those involved in the process of regulation of NKR conflict there are 2 concessions for each party: Armenia must return the territories and the refugees must return, and Azerbaijan must hold a referendum and decide the status of Nagorno Karabakh. And where is the referendum held in NKR in 1991? NKR achieved what it achieved by itself. This is the principle of autonomy. Until 1998 NKR was considered to be a negotiating party and until 1998 no international document defined Armenia as aggressor having occupied territories of Azerbaijan”.

As against Mr. Igityan, Levon Mkrtchyan entrusts the regulation of NKR conflict to Robert Kocharyan.

The two guests of “Mirror” club suppose that the NKR problem won’t be solved in the nearest future.
