WINTER BACK IN STRASBОURG

As against previous three days there were only several journalists in the press hall of CoE today. Possibly the main reason was the heavy snow which started at night and hasn't stopped yet (on the previous days it was warm in Strasbourg - ed.).

There are more people in the bus stops than usual, though buses are late only for a few minutes. Since 5 am snow plough cars are driving about the city. Despite the snow most French hurry to work or studies on bicycles. The cold did not deprive the French of their benevolence. Seeing a stranger who has difficulty in finding a way or a bus they offer their help without waiting to be asked for it. Despite the schedule buses can start a bit later if the driver is asked so.

For most of the French one who speaks English is an Englishman/woman. And they are surprised to hear that one is Armenian. Part of the citizens in Strasbourg which is considered to be the centre of Europe do not speak English. “Is there snow in Armenia”, - а Swede asked who was taking courses on human rights. She intends to prepare a work on human rights defence in some CoE member-countries. “It's a pity I can't come to Armenia to include your country in my work», - she said.

Today in PACE session situation in Belarus on the threshold of presidential elections, Niderlands policy as concerns emigrants which got no refuge, possibility of secret places of confinement in CoE member countries and “Nationality” conception will be discussed. Foreign Minister of Roumania will come out in PACE today.
