ARF PASSED ON TO THE MONOPOLY FIELD
Support A1+!Armenian Revolutionary Federation has no doubt that on November 28 the draft Constitution will be adopted, and as the member of the party Armen Roustamyan said, they have no intention to lose time. Today the party had organized a discussion titled “Monopolies in Armenia: problems and solutions”.
“The present Constitution has a shortcoming: it gives a very arbitrary definition to the free competition and passes by a very important issue – the concept of monopolies is not defined by the Constitution and gives room for different interpretations”. According to Roustamyan, the stipulation of the concept by the Constitution will cause it to be regulated by a separate law.
According to him, the existing laws do not regulate the field of monopolies, do not promote those which are really necessary for the security of the country, and do not prohibit those which cause non-free competition.
Among the problems Mr. Roustamyan mentioned the fact of avoiding taxes by different “Groups” and “Holdings”. Taking into account the situation in Armenia, Roustamyan thinks the monopoly field can be regulated by introducing the international experience into Armenia.
