ARMENIA TAKES OVER OBLIGATIONS OF VASSAL-STATE

When commenting on the constitutional amendments Armenian National Movement board member David Shahnazaryan focused on dual citizenship and change of the state border.

In his opinion, the danger as regards dual citizenship comes from Russia. Dual citizenship is admissible in all the European states and this clause should be fixed by an international treaties. David Shahnazaryan is convinced that such treaty will be first of all concluded with Russia. After the adoption of the constitutional amendments the RA Embassy in Russia and the Russian Embassy in Armenia will actively deliver passports. As result 2.5 million people with dual citizenship will live in Russia. “The Armenians of Diaspora are taking more active part in our elections. And we know how elections are held in Russia. They are never fair and free,” he said adding that the number of polling stations in Russia will exceed that in Armenia.

The item 81 of the draft constitutional amendments says that Armenia can change its state borders. This conflicts with the international norms.

In David Shahnazaryan’s opinion, this clause does not belong either to NKR or to Meghri. However, if Russia feels that it loses positions in the region due to pro-western Georgia, the clause 81 will be targeted at Javakhk. “Armenia will become a weapon against Georgia,” David Shahnazaryan says understanding Russia’s eloquent silence as regard the constitutional amendments in Armenia.
