Today Shavarsh Kocharyan represented the advantages of the draft Constitution in comparison to the previous one to those interested in the American University hall. According to him, the previous Constitution processed during the Karabakh war and adopted in 1995 deserves the mark «1», and the new one deserves the mark «3» (the mark «5»considering the highest).

Shavarsh Kocharyan represented in his 40-minute speech 5 shortcomings of the Constitution which nevertheless do not hinder the balance between the power branches and the independence of the judicial branch.

For example, he mentioned the non-stipulation of restrictions by the Constitution towards people who have dual citizenship, although he welcomes the fact of accepting dual citizenship.

According to Kocharyan, another shortcoming is the increase of the date of authorization of the NA deputies to 5 years. «This is simply beyond any understanding», he commented.

«The Constitution can be included in the textbook as an example of how the Constitution must not be written», said the member of the Armenian delegation to the CoE Shavarsh Kocharyan.
