ESTONIAN CHANCELLOR OF JUSTICE SOUNDS DOUBTFUL
Support A1+!“Economy cannot develop in a state where human rights protection institute is not developed”, Estonian Chancellor of Justice Allar Joks stated during the meeting with Armenian Ombudsman Larisa Alaverdyan.
The Estonian Chancellor of Justice was not surprised to learn about the limited authority of the Armenian Ombudsman. Mr. Joks himself, for example deals with the complaints of the citizens, has the right to participate in the work of the parliament and government and has the power to call a judge to administrative responsibility.
The Armenian Ombudsman does not possess such authority. Moreover, on the initiative of the Minister of Justice the Constitutional Court deprived her of the right to request information on the cases being considered by the court.
When asked how can economy develop in a country where the human rights protection level is low and borders are closed, the Chancellor of Justice of Estonia said, “I cannot imagine such paradox. However I know that a country with low level of democracy and human rights protection cannot develop economy. In Armenia it can be a short-term process, however sustainable development in such circumstances is impossible.
