INDEPENDENCE OF COMMISSIONS NOT GUARANTEED

«If we want both the President and the parliament to participate in the process of the formation of the independent commissions the best variant would be the appointment of the candidates by the NA (taking into account the proposals of the public organizations) and the final approval of the President», Yerevan Press Club President Boris Navasardyan considers. He has his own opinion on the formation of the NCTR and the Public Radio Council.

Since the public organizations and civic institutes have not been completely formed so far, the parliament is incapable to decide which structure should act as an assistant in appointing the NCTR members. Some politicians propose the NCTR members be appointed by the NA factions. However Boris Navasardyan thinks it can lead to politicization of the issue. «Possibly it would be the best variant for other states it would be optimal but not for Armenia. Each appointet will cause political tension», he notes. He considers that the principle should function for the formation of all the independent bodies. The draft adopted in the second reading excludes the variant proposed by the YPC, since according to it the NCTR is appointed by the President and the NA.

Boris Navasardyan considers that the National Assembly should appoint the commission members by the proposal of the public organizations. As for the control over the independent commissions, Boris Navasardyan says, «The authority of the parliament is very limited. However the draft amendments change nothing in this aspect except one clause on the commission regulating the broadcast», he says.

He is convinced that the proportionality of the commission will be achieved in 6 years, when all the members will be replaced. «The incumbent leaedrship is nterested in keeping the structure under control», he added.
