PRIME MINISTER SHOULD BE APPOINTED BY NATIONAL ASSEMBLY

The Prime Minister in Armenia is appointed and dismissed by the President of the republic. This right is given to him by the Constitution. In the draft constitutional amendments this clause remained unchanged. Who should appoint the Prime Minister – the President or the National Assembly? We addressed to 100 Yerevan residents with this question June 18-22. Only 10% of the respondents spoke out for preservation of this clause. By the way, one of them noted that it is essential for the countries of transitional period.

70% of those surveyed consider that the Prime Minister should be appointed by the National Assembly. It would be correct if the deputies had the right to appoint the Prime Minister”, said a man of 50. Another citizen said that one person – the President- can be mistaken, while “mass mistake” are rare.

”The President, National Assembly and the Prime Minister should be elected by people”, a man said adding that it is rather hard to answer such a question.

20% of the respondent found difficulty in answering the question.

To remind, in its intermediate conclusion on constitutional reform in Armenia the Venice Commission noted, “The commission is concerned that the national Assembly is not given any role in the procedure of appointing and dismissing the Prime Minister.
