Support A1+!The institute of the human rights defender is a novelty in our reality. However in the world practice this institute has significant weight. Thus, the standards the Ombudsman should be guided by should not be defined by us”, leader of the RPA Galust Sahakyan said.
”I suppose that the human rights defender should not only deal with the courts and administrative bodies. First of all each claim demands a special approach. The human rights defender should do his best to form a joint field of activities within the state. He should have approaches towards all the administrative bodies and exert every effort to enlist people’s trust”, he said.
G. Sahakyan is deeply concerned that the Ombudsman should be appointed by the National Assembly. “If human rights are violated the issues should be considered carefully, decision must be taken and presented to the people”, he noted. In this view he is satisfied with the work of the commission on human rights that formerly functioned under the RA President.
In G. Sahakyan’s opinion, the human rights defender should support the society and had the possibility to perform his functions. “If some people think that the Ombudsman must assume the role of a policeman or judge, they are deeply mistaken”, he stressed.
Orinats Yerkir faction deputy Artak Arakelyan considers the institute to be very important and regrets that our citizens do not comprehend its significance. “When the Ombudsman appeal to a state body proceeding from the claim of a citizen and demands to furnish information and explanation the officials consider it to be an interference into their activities”, A. Arakelyan says adding that most of all the courts are interested to prevent the ombudsman’s participation in the court process. As for the international experience, Artak Arakelyan noted that not only the common institute of ombudsman but also similar institutes for separate social groups and sector of population function in many countries.
To note, Artak Arakelyan is a co-author of the bill on the problems of invalids. “In the civilized world it has become necessary. We should follow the commitments and principle we undertook when entered the path towards Europe, first of al it refers to human rights protection.
