SECURITY COUNCIL SHOULD BE RESPONSIBLE FOR SOCIAL AND ECONOMIC SECURITY

As a matter of fact the Security Council should be a structure of state strategic planning and analysis and regulate the security issues basing upon the conception on National Security”, chairman of the permanent commission for security issues, home affairs and defense Mher Shahgeldyan says.

The international experience shows that it would be advisable that the Security Council was engaged not only in settling the security issues, reconnaissance but also dealt with the problems of the social and economic security. According to Mher Shahgeldyan the Security Council is formed just for this purpose. In a number of counties, for example in France, such council does not exist at all as there is no necessity in it. In UK and Israel a small cabinet functions.

The acting Security Council of Armenia – is a de jure structure, the functions of which are exercised by the President sometimes coordinating his actions with the Defense Minister. Several years ago the Council used to summon sittings for the discussion of urgent issues. To date the situation has changed. According to reliable sources, the sittings of the SC are not held; they just bear a nature of consultations with a concrete person, let it be the President or the Defense Minister. Mher Shahgeldyan does not admit such accusations. He noted that the sittings are held but the information is not published.

As a rule, the major part of the Council activities are accomplished by the Secretary or President’s Assistant for Security Issues. “I consider that the President should be the chairman of the Council, while the secretary should deal with the organization issues”, Mher Shahgeldyan said.
