Today the RA NA Committee on affairs of integrating into European structures discussed the «Local self-governing» part of the draft constitutions. NA delegate Vostanik Maroukhyan represented the draft of the coalition and the fraction «Democratic Delegate».

What was interesting was the part abut Yerevan; in both variants it was clearly mentioned that Yerevan is the RA capital. In the coalition draft it was mentioned that the City of Yerevan is a community, the head of which is the mayor and the peculiarities of the self-governing bodies of which are regulated by the Law about Yerevan

Grigor Ghanjeyan represented United Labor Party draft in which the condition of Yerevan was represented in almost the same way. According to this draft, the Government can resign the head f the community from his post by the conclusion of the Constitutional Court.

Before the taking up of his responsibilities by the new head of the community the governor of the region appoints a temporary leader of the community for not more than 90 days. In cases anticipated by the Law the NA can take the decision of resigning the Yerevan community head from his post. In this case the President of the country appoints a temporary leader of the community for not more than 90 days.

According to the coalition variant the authorizations of the community head are defined by the Law. Concluding the discussions Tigran Torosyan, NA deputy President and head of the Committee noticed that the local self-governing is a new filed and there are obstacles in the Constitution for the full realization of the local self-governing, whereas without them the state cannot be fully realized.
