The youngest deputy of the Estonian parliament is a 19-year-old girl. In Armenia such a phenomenon is impossible as only the individuals over the age of 25 can run for parliament.

A representative of the Qve Armenian Center of Electoral Systems Atom Mkhitaryan considers that the age qualification should be lowered up to 30 for President and 21 for deputy. “It is correct that neither the acting Constitution nor the drafts call for educational qualification. The voter should himself decide whom to elect”, he added.

In Mkhitaryan’s words the qualification on citizenship and period of the permanent residence should be established. He considers that in case of permanent residence the deputy's term can be reduced to 2.5 years. As for the possibility for the President to run for the third term, Atom Mkhitarayan said, “Even the second term may be an excess. 10 years is a long period. Times are changing rapidly and the system should be maximally flexible.”
