THE POWER DIVISION IS NOT FULL IN ARMENIA

”The opposition will take part in the discussions anticipated by the Venice Committee after the adoption of the draft constitution by the NA”, said today Vardan Pogosyan, head of the non-governmental organization “Democracy”.

During the round table organized by the “Cooperation for open society” Vardan Pogosyan spoke about the problems of the improvement of the governing system in the Constitution. «The power division is not full in Armenia. In fact the President has a power over all the three branches, which cannot allow governing to correspond to democratic standards», mentioned Mr. Pogosyan.

According to Vardan Pogosyan, first the full responsibility of the Government in front of the NA must be secured. «In case of having majority the NA must have the right to form the Government», finds the expert of Constitutional right.

According to Vardan Pogosyan, the dissolution of the NA is also a pivotal question, as the total elimination of this institute can put the country in a deadlock.
