“Tame courts, venal judges: nothing will change. There can’t be justice in the state if the President heads the Justice Council”, member of Justice faction, People’s Party deputy Grigor Harutyunyan.

The draft of the amendments does not clarify the order of the formation of the JC, however the tendency towards the undemocratic variant is obvious in case the President heads the JC and the Justice Minister and Prosecutor General are included in the ruling body of the Council.

Opposition deputy Grigor Harutyunyan considers that of the issue is not reviewed and the President is again given the role of the arbiter of justice, nothing will change. «The judge is compelled to sentence a youth, who is struggling for his rights, to 1.5-year imprisonment while real murderers are not kept in jail for more than 2 days», he says. Grigor Harutyunyan holds the opinion that the main guarantee of the separate activities of the executive and legislative powers is the principle, according to which the President of the country by no means can become the head of the JC and the Justice Minister and Prosecutor General serve form the ruling body.

«Presently courts are dependent, this is the assessment by the Justice Council», National Unity member Koryun Arakelyan considers. In his words, the JC does not justify itself to date. «It should be formed of attorneys, judges and lawyers. The President should not head the Council as it would make the courts dependent», Koryun Arakelyan noted.

The present issue is being discussed by the coalition. And though the opposition has expressed its opinion, no one doubts that the draft approved by Robert Kocharyan will be adopted.
