IMMATURE OR SUPER-RIPE CONSTITUTIONAL AMENDMENTS?

Are the constitutional amendments suitable in this political situation? Paruyr Hayrikyan, Vazgen Manoukyan and Ashot Manoucharyan had organized a round table today to learn the points of view of representatives of different parties about this matter.

Vazgen Manoukyan, head of the National Democratic Union, fears that the amendment will be formal, just in order to show people, “just as we treat democracy today – as a form”.

Ashot Manoucharyan, political secretary of Social Powers Union, informed those present that a criminal system is operating in the whole territory of the ex-Soviet Union. “Taking the power, the criminal groups have established their laws”, he explained, adding that the parties also get criminal profits: Ministries, posts, etc.

Rouben Torosyan, head of the Human Rights and Democracy party, announced that it is not time for Constitutional amendments, the society is not interested in it, it is more interested in the moral atmosphere which does not exist.

”If you convince me that the coming elections will be fair, I agree for the amendments to be postponed”, contradicted lawyer Vardan Zournachyan, adding that after the amendments the constitution must serve the people, while now it serves the authorities.

Felix Tokhyan, member of the Constitutional Court, expressed his own opinion as professor of constitutional rights. Mr. Tokhyan thinks that the constitutional changes must be carries out by all means, “even if we do not reach the desired political consensus”.

”The amendments are not only ripe, must even super-ripe, and they must be carried out. For opening the way for people to turn to CC, for eliminating the obstacles of dual citizenship. There are several steps in the offered amendments, which on the whole give more positive effect than all the negative steps”, Felix Tokhyan said.
