The Office of Armenia’s second President Robert Kocharyan has answered the questions of 2rd.am, an unofficial website of the former president, on the results of the December 6 constitutional referendum in Armenia. Question: Mr Soghomonyan, as you know tthe referendum on constitutional amendments was accompanied by numerous violations, including ballot stuffing, “large-scale, organized” vote buying, carousel voting, multiple voting and other irregularities. What consequences can these violations have on the overall political situation in the country? Victor Soghomonyan: We observed the voting process the whole day, and then followed vote counts and tabulations. What happed on that day [December 6] can hardly be called the expression of the supreme will of the nation on constitutional changes. The widespread violations recorded by different political parties, social movements, media observers do not allow our public to perceive the results of the referendum as legitimate. The consequences of such perceptions are fraught with dangers and risks posed to the future of our country.
